A fall protection plan is not a document you produce after an inspector asks for it. It is a site-specific analysis of how people will work at height and how they will be recovered if something goes wrong — and if it contains no rescue plan, the work is not planned.
Fall Protection Plans: What Yours Must Contain — practical guidance from the team running rope access services on the Garden Route. Below is what the law requires, what a real fall protection plan contains, and how to tell a genuine one from a template with your site’s name on the front.
The legal framework
Work at height in South Africa sits under the Occupational Health and Safety Act and, for construction work, the Construction Regulations. SANS 10333 provides the standard for fall protection and for the competency of the people planning and supervising it.
The core requirement is a fall protection plan, prepared by a competent person, specific to the work being done and the place it is being done in. Generic is not compliant.
A fall protection planner must be appointed in writing and must be competent. That is a defined role with defined training, not a title given to whoever is available.
The hierarchy of control applies, and it is the part most often skipped over. In order: avoid working at height if the work can be done another way; prevent falls using collective measures such as guardrails or scaffolding; then prevent falls using work restraint so a person cannot reach the edge; then arrest falls with a personal fall arrest system; and only then rely on minimising the consequences. Reaching for a harness first, without documenting why the higher options were rejected, is the most common weakness in plans we review.
The plan has to be reviewed when the work, the site or the conditions change, and there must be evidence it was communicated to the people it covers.
What the plan has to contain
A risk assessment specific to this work at this location — the hazards, who is exposed, and what controls apply.
The names and competency evidence of the people who will do the work, with current certification appropriate to the technique being used.
The method: how access is achieved, what systems are used, what the anchor points are and how they were assessed.
Equipment schedule with inspection and certification records for every item going onto the site — ropes, harnesses, lanyards, connectors, descenders, anchors.
Pre-use inspection procedure and who carries it out.
A rescue plan. Specific, resourced, and practised. This is the item that separates real plans from paperwork, and it is covered in the next section.
Emergency procedures and contacts, including how emergency services would reach the location.
Environmental limits — the wind speed, weather and visibility conditions at which work stops. Stated, not left to judgement in the moment.
Exclusion zones below the work, and how they are enforced. Dropped objects injure more people on industrial sites than falls do.
Supervision arrangements — who is supervising, and their competency.
The rescue plan is the test
If you read one part of a fall protection plan, read this one, because it is where the difference between a competent contractor and a compliant-looking one becomes obvious.
Arresting a fall is not the end of the emergency. A person suspended in a harness after a fall is in a serious medical situation. Suspension trauma can develop within a short period, and the person may be unconscious or unable to assist in their own recovery.
“We will call the fire brigade” is not a rescue plan. Emergency services may not have the capability to recover a suspended person from that specific position, and they will not be there quickly enough.
A real rescue plan is specific to the location and the technique. It names who performs the rescue, what equipment is pre-positioned for it, how the casualty is reached and lowered, how long it is expected to take, and where they are taken. On a rope access job, the team is equipped and trained to rescue its own, and that capability is part of why the technique is used.
It should have been practised. Ask when the team last did a rescue drill, and ask for the record.
And it must cover every position the work involves, not just the easy one. Recovery from inside a vessel, from beneath a soffit or from a confined position is not the same problem as recovery from an open face.
Judging a plan you have been given
Six checks, and they take ten minutes.
Is it site-specific? Does it describe your structure, your anchor points, your access constraints — or could the site name be swapped and the document reused?
Is the hierarchy of control addressed? Does it say why scaffolding or a MEWP was not used, or does it jump straight to harnesses?
Is there a real rescue plan naming people, equipment and a method, for every position the work involves?
Are the competency certificates current and do they belong to the people who will actually be on your site?
Are equipment inspection records included, with dates?
Are the stop-work conditions stated — wind speed, weather, visibility — as numbers rather than as judgement?
And who signed it? A competent fall protection planner, appointed in writing. If nobody is named, nobody has taken responsibility for it.
