Most first-time builders underestimate timeline by three months and budget by fifteen percent. Both problems start with not understanding what actually happens between plan approval and handover.

The two clocks that run on every build

There are two timelines on a house, and confusing them is the most common source of disappointment.

The construction programme starts when the builder takes possession of the site and ends at practical completion. It is reasonably predictable, because it is made up of activities with known durations run by people whose job it is to run them.

The project timeline starts when you decide to build and ends when you move in. It includes design, professional appointments, municipal approval, finance, contractor procurement and everything else. It is far longer, far less predictable, and largely outside the builder’s control.

When somebody says a house takes eight months, they mean the first clock. When an owner is disappointed at month fourteen, they were measuring the second. Both statements can be true at once, and usually are.

So the useful question is not “how long does a house take”. It is “what has to happen before the builder can start, and how long does each of those things take here”.

Phase by phase, and how elastic each one is

Some phases have durations that are essentially fixed by physics and trade sequence. Others are entirely a function of decisions, and those are the ones that move.

Design and documentation is elastic and owner-driven. It ends when you stop changing your mind, not when the architect stops drawing.

Municipal plan approval is the least predictable item on the whole project. It depends on the local authority, the completeness of the submission, whether the drainage and geotechnical questions are properly answered, and whether an estate design committee sits in the loop. Resubmissions are common and each one restarts the queue. Nothing else on the project should be scheduled against an assumed approval date.

Contractor procurement — pricing, comparison, negotiation, contract, NHBRC enrolment — is short if the documents are complete and long if they are not.

Foundations and slab are fairly fixed, unless the ground produces a surprise. Trial holes before design are how you find that surprise while it is still cheap.

Superstructure and roof are the most predictable phase on the job, and the most weather-exposed.

Internals and finishes are the longest phase and the most elastic, because they are a long chain of dependent trades, each of which can be held up by a decision or a delivery.

Snagging and close-out is short in principle and routinely long in practice, because the last five percent of a building is made up of many small items belonging to many different people.

Weather, and why the Garden Route programme has a season

The single most valuable programme decision on a build here is when you get weathertight, because the calendar is not neutral.

The southern Cape gets rain across the year rather than in a defined wet season, and the Outeniqua slopes get more of it than the coast a few kilometres away. What that means practically is that persistent, moderate rain — the kind that does not stop the job outright but slows everything and keeps materials damp — is a background condition rather than an event.

Everything before roof-on is exposed. Excavations fill, trenches collapse, brickwork stops, and freshly placed concrete needs protection. Once the roof is on and the openings are closed, the interior trades work regardless of the weather.

So a programme that reaches weathertight before the wettest part of the year effectively removes weather risk from most of the job. One that hits foundations at the wrong time carries it all the way through. This is worth reorganising a start date for.

Wind matters too, and it is underestimated. Roof work, crane lifts and scaffolding all stop in the kind of southeaster that George gets regularly, and those stoppages are not always visible in a programme written elsewhere.

The four things that actually cause overruns

In our experience the overwhelming majority of residential delays come from four sources, and only one of them is the builder’s.

Late decisions. Every finish, fitting and fixture has a date by which it has to be chosen for the programme to hold. Miss that date and the trade either waits or moves to another site and comes back when it can. Standing time and lost sequence are the most expensive form of delay because nothing is being produced.

Long-lead items ordered late. Windows, cupboards, stone tops, specialist tiles, imported sanitaryware, switchgear. These have lead times measured in weeks or months and they are frequently ordered when the programme reaches them rather than when the job started. A lead time you did not plan for is indistinguishable from a delay.

Variations. Every change costs time as well as money, and the time cost grows the later it lands. Moving a wall during structure is one task. Moving it during finishes touches electrics, plaster, tiling, joinery and the sequence of all four.

Approvals and inspections. Plan approval, municipal inspections at foundation and drainage stages, NHBRC inspections, estate committee sign-offs, and the certificates required at completion. Each is a dependency held by someone outside the site, and none of them respond to urgency.

How to read a programme you have been given

A builder’s programme is a commitment if it is properly constructed and a marketing document if it is not. Three things tell you which one you are holding.

Does it show dependencies? A programme is a network, not a list. Activities that cannot start until another finishes should be shown that way. A bar chart with everything running in parallel and no logic behind it will not survive contact with the site.

Does it include the things that are not construction? Approvals, inspections, procurement lead times, decision dates and the owner’s own obligations. A programme that only shows trades is showing you half the project and hiding the half that usually causes the delay.

Is there float, and is it visible? A programme with no slack anywhere is a programme where the first bad week becomes a delay to completion. Honest programmes carry contingency and say where it is.

The other thing worth asking for is a decision schedule: a list of what you have to choose and by when. It converts a vague obligation into dates, and it is the most effective single tool for keeping a build on time.

What a realistic expectation looks like

We will not put month numbers on a generic house, because the honest answer depends on size, specification, site and local authority, and a number quoted without those is the sort of number that later gets described as a promise.

What we can say is how the shape usually works out. The pre-construction half of the project — design, approval, procurement — commonly takes as long as people expect the whole build to take. Construction itself is dominated by finishes rather than structure; the walls going up is the fast, visible part and it is a minority of the programme. And the last stretch, from “nearly finished” to actually handed over, consistently takes longer than it looks like it should, because it consists of many small items in many trades.

The practical implication: do not give notice on a rental, sell a house or book a move against a completion date until the building is weathertight and the long-lead items are on site. Before that point the date is an estimate. After it, it starts becoming a plan.

And build contingency into both the money and the calendar. A project with neither treats every normal event as a crisis.

What you can do to make it faster

Most of the levers that shorten a build sit with the owner, before the builder ever arrives.

Finish the documentation. A complete, specified set of drawings is the single biggest determinant of both price certainty and programme certainty. Time spent here is recovered several times over.

Do the geotechnical work early. Trial holes before foundation design costs very little and removes the most expensive class of surprise from the job.

Make selections before construction starts. All of them, written into a schedule with model numbers, not “we’ll decide when we get there”.

Order long-lead items at the start. Even if they will sit in storage for two months, storage is cheaper than standing time.

Bundle your changes. If you must vary something, do it as few times as possible and get the price and the programme effect in writing each time.

Appoint on capability rather than price alone. The cheapest quote and the fastest build are very rarely the same tender, and a contractor who is underpriced will be managing their own cash rather than your programme.

Anyone giving you a firm duration before seeing drawings and a site is guessing.

Does rain delay a build?

After the building is weathertight, most remaining work is internal and carries on regardless. What is the difference between a programme and a schedule?

A programme is a logic network: activities, their durations, and the dependencies between them, so you can see what happens to the end date when one thing slips. A schedule is often just a list of dates. The difference matters when something changes — a programme tells you the consequence, a list tells you what you had hoped for.

Who is responsible for delays?

It depends on the cause, and a proper building contract sets this out. Delays caused by the contractor are the contractor’s. Delays caused by owner changes, late decisions, late owner-supplied materials or late approvals typically entitle the contractor to an extension of time and sometimes to costs. Exceptional weather is usually a defined ground for extension without cost. This is one of several reasons to use a recognised contract rather than a quotation.

Can I move in before practical completion?

It is generally a bad idea and often contractually prohibited. Occupation before practical completion muddies who is responsible for damage, complicates insurance, makes snagging much harder to complete, and gives the remaining trades an occupied house to work in, which slows them down. Lawful occupation also requires an occupancy certificate from the local authority.
