Six words, used interchangeably, describing methods that behave nothing like each other on site.

Modular, Prefab and Precast Explained — practical guidance from the team running Modular homes in South Africa on the Garden Route. Sorting the vocabulary out is not pedantry. It is how you tell what you are being quoted.

The one distinction that actually matters

Everything in this field sorts along one axis: how much of the building is finished before it reaches the site.

At one end, materials arrive loose and the building is made on site — conventional construction. At the other, three-dimensional finished rooms arrive on a truck and are craned into position — volumetric modular. Everything else sits in between.

How far along that axis a system sits determines almost everything practical about it: how much crane and access you need, how early the design has to be frozen, how much site time you save, and how much the method costs to set up. Get the position right and the rest of the comparison follows.

Panelised, or ‘prefab’ as most suppliers mean it

Flat panels — walls, floor cassettes, roof cassettes — manufactured in a factory and assembled on site into a three-dimensional building. This is what the overwhelming majority of South African residential prefab suppliers deliver.

Panels can be timber frame, light steel frame, structural insulated panels or precast concrete. Openings, service chases and fixing noggins are formed in the factory, which is why the design has to be frozen before production.

Transport is efficient because flat panels stack. Erection needs a telehandler or a small crane on most systems and sometimes only manpower on the lightest ones. It is the most flexible point on the spectrum and the reason it dominates the residential market.

Volumetric modular

Whole three-dimensional modules — a room, a bathroom pod, a pair of rooms — built and largely fitted out in a factory, transported, and craned onto prepared foundations. Joined on site, services connected, joints closed, finished.

The quality control is the best available, because a bathroom built on a production line under cover with services tested before it leaves is more reliably built than one assembled in situ. Site time is the shortest of any method.

The costs are logistics. A module is a large object: it needs road transport with the associated permits on anything oversized, it needs a crane with the reach and capacity for the lift, and it needs the site to accommodate both. On a tight urban erf or a steep site, that can be the end of the conversation.

It rewards repetition strongly. Modular genuinely shines on multi-unit work — student accommodation, staff housing, hotel rooms, clinics — where the same module is produced many times. For a single one-off house it is usually the wrong tool.

Precast concrete

Concrete elements cast off site — wall panels, floor slabs, columns, beams, stairs — and erected. In South Africa the term is heavily coloured by the boundary walling market, which is a completely different product from precast housing, and that overlap causes a lot of confusion in search results and in quotes.

For buildings, precast gives you the properties of concrete: thermal mass, acoustic performance, fire resistance, durability and low maintenance. It is heavy, so the foundation carries more, and it needs proper craneage.

The detail that decides a precast building is the joint. Panel-to-panel and panel-to-slab joints are the weather line and the movement line at once, and precast buildings that leak almost always leak at a joint rather than through a panel.

Design flexibility is the limitation. Panels come off moulds, and a mould is only economic across a number of casts. Repetition is rewarded; one-off geometry is punished.

Light steel frame, SIPs, kit homes and the rest

Light steel frame is a framing material rather than a construction method — cold-formed galvanised steel sections replacing timber studs. It can be site-built, panelised or modular. It is dimensionally stable, does not burn, does not interest borer or termite, and needs care at thermal bridges and at connections to other metals.

Structural insulated panels are a sandwich: an insulating core bonded between two structural facings, so the panel is structure and insulation in one. Excellent thermal performance, very fast to erect, and unforgiving about openings cut after the fact.

‘Kit home’ and ‘flat pack’ describe the commercial arrangement rather than the technology — a package of components with instructions, typically sold for owner-assembly or assembly by a local builder. The underlying system is usually timber frame or LSF. What matters is what the kit excludes: foundations, services, and often the roof covering and finishes.

‘Alternative building’ as a phrase covers all of the above plus earth, hempcrete, AAC and others. It is a category of last resort in a conversation and rarely tells you anything specific.

Reading a quote once you know the words

Ask which point on the spectrum the system sits at, and then ask the three questions that follow from it. What craneage and access does erection need? At what point does the design freeze? What is the joint detail between elements, and can I see one that is ten years old?

Then ask what is excluded. Across every one of these systems the common exclusions are the same: foundation, services connections, internal finishes, and the compliance paperwork. A supplier quoting a shell against a competitor quoting a house will always look cheaper.

Finally, ask about Agrément certification. It is not required for every system and its absence is not automatically a problem, but where a system has it, it is meaningful evidence that the system has been assessed as fit for purpose — and it makes the bank conversation considerably easier.

None of this changes the regulatory position. Plans, National Building Regulations compliance, engineering sign-off where required and NHBRC enrolment apply to a house whether it was assembled on site, in a factory, or somewhere in between.

Frequently asked questions

What is the difference between modular and prefab?

Prefab is the umbrella term for anything manufactured off site. Modular usually means volumetric — complete three-dimensional units craned into place. Most South African residential ‘prefab’ is panelised: flat panels assembled on site into rooms. The practical difference is craneage, transport and how finished the building is when it arrives.

Is precast the same as prefab?

Precast is one kind of prefabrication — the elements happen to be concrete. It behaves quite differently from a lightweight panelised system: much heavier, needs a stronger foundation and a proper crane, but gives you thermal mass, acoustic performance and very low maintenance in return.

Which method is cheapest?

It depends far more on repetition and site access than on the method itself. One-off house on an easy site: conventional and panelised are close. Multiple identical units: modular and precast pull ahead. Remote or access-constrained site: anything factory-built wins, because the alternative is running a wet trade team a long way from anywhere.

Is light steel frame better than timber frame?

Different rather than better. Steel is dimensionally stable, non-combustible and of no interest to borer or termite. Timber is more forgiving to work with, insulates slightly better in itself, and does not need the same attention to thermal bridging. Both work well when detailed properly and both fail in the same way when water gets into the wall.

What is an Agrément certificate?

A South African certification confirming that a non-standardised building system has been assessed as fit for purpose. It is not required for every system, but where it exists it is strong evidence and it makes NHBRC enrolment and bank finance considerably easier. Ask whether the system you are being offered holds one.

Do all of these need NHBRC enrolment?

If it is a new dwelling built for sale or by a registered home builder, yes — the method of construction does not change that. NHBRC has requirements for non-standardised systems, which is another reason Agrément certification matters.
