Reticulation is buried, tested, taken over by the municipality and then forgotten for fifty years. Which is why every step of getting it right happens before the trench is closed.
Sewer and Water Reticulation on New Estates — practical guidance from the team running sewer and water reticulation on the Garden Route. Below is what sewer and water reticulation actually involves on a new estate, why gradient governs everything on the sewer side, and what the municipality will require before it takes the system over.
Two systems, two logics
Water reticulation is pressurised. Water arrives under pressure from a bulk connection or reservoir and is distributed through a network of pipes to each erf. Because it is under pressure, it can go up, down and around obstacles, so the layout follows the roads and the plots rather than the topography.
What governs it is pressure and flow. Every point in the network needs adequate pressure at peak demand, and enough flow for fire-fighting where hydrants are required. Too much pressure is a problem too — it stresses fittings and wastes water through leakage, which is why pressure-reducing valves appear on steep sites.
Sewer reticulation is gravity-driven, and that single fact governs everything about it. Sewage flows downhill, and it must flow at a velocity that keeps solids in suspension. Too flat and it silts up and blocks; too steep and the liquid outruns the solids, which also blocks.
So gradient is the design. The layout follows the fall of the land, manhole positions are dictated by it, and where the land does not fall the right way, you need a pump station — which introduces power, maintenance and an ongoing operating cost that somebody has to carry for the life of the development.
Pipe material is a specification and a municipal requirement rather than a preference. Rocla and the concrete pipe manufacturers supply the larger gravity sewer and stormwater sizes; uPVC and HDPE cover the smaller reticulation and rising mains. What governs is the standard the receiving authority will adopt — George Municipality, Mossel Bay, Knysna and Bitou each publish their own services standards on top of SANS 1200 and SANS 2001, and an estate built to the wrong one does not get taken over. Confirm the applicable standard with the authority before design, not at handover.
Getting the sewer right
Gradient, first and last. Set out precisely with a level or laser, checked as laid, and verified before backfill. A sewer laid by eye is a sewer that will block, and the blockage will be somewhere nobody can reach.
Bedding matters more than the pipe. A sewer pipe is supported by the material around it, and a pipe laid on a rock or bridging a soft spot will deflect or crack under the backfill. Proper granular bedding, placed and compacted around the pipe haunches, is what makes the installation work.
Manholes at every change of direction, gradient or size, and at intervals along straight runs so the system can be rodded. A change of direction without access is a future blockage nobody can clear.
Testing before backfill. Air or water testing to confirm the line is sound, plus a visual or CCTV check of alignment and joints. Once it is buried, a defect is a road excavation.
Connections at each erf brought to the boundary and capped, with the position recorded — because someone will be looking for it in three years and the as-built drawing is the only record.
And infiltration is the long-term enemy. Groundwater entering through bad joints overloads the downstream system and the treatment works. On high water table sites, joint quality is not a detail.
Getting the water right
Depth and cover. Water mains need adequate cover for protection from traffic loads and excavation damage.
Separation from sewer. Water and sewer lines are kept apart, horizontally and vertically, with water above sewer where they cross. This is a public health requirement, not a preference, and it is checked.
Material and fittings. Pipe class suited to the working pressure, and fittings, valves and hydrants compatible with the municipality’s standard — because they will be maintaining it. Using a non-standard fitting because it was available is how a development creates a maintenance orphan.
Valves positioned so sections can be isolated without shutting the whole estate off for a single repair.
Hydrants where the fire requirements dictate, with the flow to serve them.
Pressure testing before backfill, and disinfection and clearance testing before the system is put into service. A new water main is not connected until it has passed both.
Air valves at high points and scour valves at low points, which sound like details and are the difference between a network that can be maintained and one that cannot.
Handover to the municipality
On most estates the reticulation is built by the developer and taken over by the municipality, and the takeover conditions shape the whole job.
Design approval first. The municipality approves the design against its standards before construction — materials, pipe classes, fittings, manhole details, everything.
Construction to those standards, with their inspections at defined stages. Work covered up before inspection may have to be uncovered.
Test results — pressure tests, sewer air or water tests, compaction results on the trench backfill, and water quality clearance.
As-built drawings. Accurate ones, showing what was actually installed and where, including every erf connection. These become the municipality’s record and the developer’s evidence, and they are worth doing properly because reconstructing them later is impossible.
A maintenance or defects period during which the developer remains responsible, with retention held. Only after that does the municipality formally adopt the system.
Get this sequence right and the takeover is administrative. Get it wrong — non-standard fittings, missing test results, inaccurate as-builts — and the developer keeps a system they did not want to keep.

What gradient does a sewer pipe need?
Enough to maintain a self-cleansing velocity that keeps solids moving, and not so much that liquid outruns the solids. The specific figure depends on pipe diameter and expected flow and comes from the design standard the municipality applies. What matters practically is that it is set out precisely with a level and verified before backfill — a sewer laid by eye will block, and the blockage will be somewhere expensive to reach.
Why do sewer lines block?
Most often gradient — either too flat, so solids settle, or so steep that liquid runs away from them. After that: a joint or bedding failure causing the pipe to deflect or sag, creating a low point that collects; roots entering through bad joints; and things being put into the system that should not be. Access at every change of direction is what makes clearing a blockage possible rather than a road excavation.
Can water and sewer pipes run in the same trench?
They are kept separate, both horizontally and vertically, and where they cross the water main goes above the sewer. This is a public health requirement rather than a preference — the risk is contamination of the water supply if the sewer leaks and the water main is under negative pressure. Municipalities check the separation and will not adopt a system that does not comply.
What testing does new reticulation need?
Sewer lines are air or water tested for tightness and checked visually or by CCTV for alignment and joint quality, all before backfill. Water mains are pressure tested, then disinfected and cleared by water quality testing before being put into service. Trench backfill compaction is also tested. The results form part of the handover pack and the municipality will ask for them.
Do I need a pump station?
Only where the land does not fall in the direction the sewage needs to go. A gravity system is always preferable — no power, no moving parts, no operating cost, no failure mode. A pump station introduces all four, plus a standby pump, an alarm and someone responsible for maintaining it in perpetuity. It is worth quite a lot of layout effort to avoid one.
Who maintains estate reticulation?
Usually the municipality, once it has formally adopted the system — but adoption is conditional. The design must have been approved, the work built to their standards with their inspections, the test results provided, accurate as-built drawings handed over, and a maintenance period completed with retention held. Where any of that is missing, the developer or the body corporate can end up owning infrastructure they never intended to.
