A greenfield development is not built from the plots inward. It is built from the connections outward — and the thing that most often stalls one is not construction, it is whether the bulk capacity exists to connect to.

Site Services for a Greenfield Development — practical guidance from the team running infrastructure development on the Garden Route. Below is what the services package actually comprises, the sequence it has to be built in, and the questions to answer before buying the land rather than after.

Bulk versus internal — and why the distinction matters

Internal services are the reticulation within the development: the water network, the sewer network, the stormwater system, the roads and the electrical reticulation serving each erf.

Bulk services are the connections to the outside world and the capacity behind them: the water supply main and the reservoir feeding it, the sewer outfall and the treatment works receiving it, the stormwater discharge point, the road access, and the electrical supply and substation.

You can build perfect internal services and have an unusable development if the bulk is not there. The treatment works has to have capacity for your sewage. The reservoir has to be able to supply your peak demand. The receiving stormwater system has to be able to accept your discharge. The electrical network has to have the notified maximum demand available.

That is the question to answer before buying the land. Not whether the site can be developed physically, but whether the municipality has bulk capacity and on what terms. The answer is frequently “yes, subject to a bulk services contribution”, sometimes “yes, once an upgrade you are contributing to is complete”, and occasionally “no, and not for years”.

Bulk services contributions are levied to fund the capacity your development consumes, they can be substantial, and they belong in the feasibility rather than in a variation.

Each service answers to a different authority and a different standard, which is what makes the sequencing awkward. Water and sewer run to the local municipality’s services standard — George, Mossel Bay, Knysna and Bitou each publish their own — on top of SANS 1200 and SANS 2001. Electrical reticulation runs to the supply authority’s requirements with SANS 10142 governing the installation and the certificate of compliance. Roads touching a district route bring in Garden Route District Municipality, and anything affecting the N2 brings in SANRAL. Bulk capacity confirmation from each is the gate that decides the programme.

The sequence

Services are built in an order dictated by depth and dependency, and getting it wrong means digging things up.

1. Site clearance and bulk earthworks to bring the site to the levels the layout requires.

2. Deep services first. Sewer is usually the deepest and it is gravity-driven, so its levels are the least flexible. It goes in first and everything else is arranged around it.

3. Stormwater, also gravity-driven, at its own levels.

4. Water reticulation, which is pressurised and therefore flexible in its routing — it goes around the things already in the ground.

5. Electrical and telecommunications, in their own trenches or ducts, with the required separation from other services.

6. Road layerworks and surfacing, last, because everything else runs under or beside the road reserve.

Each stage gets tested and signed before it is covered, and each gets recorded on the as-built. A service installed and buried without a record is a service that will be found by a machine bucket in five years.

Approvals, and where developments actually stall

The construction is usually the predictable part. The approvals are not.

Township establishment or subdivision approval, which is a planning process with its own timeline and its own conditions of approval — and those conditions frequently include the services standards, the attenuation requirement and the bulk contribution.

Environmental authorisation where the scale or the receiving environment requires it. On the Garden Route, with estuaries, wetlands and the lakes system as receiving waters, this bites more often than developers from drier regions expect.

Services design approval by the municipality against its standards, before construction.

Water use authorisation where a watercourse is affected.

And the electrical supply application, which is a separate process with its own lead time — frequently the longest single lead time on the whole project, and routinely started too late.

The stalls we see are almost always one of three things: bulk capacity that was assumed rather than confirmed, an environmental process that was started late, or an electrical supply application submitted after construction began.

Handover and what you are left owning

Most internal services are taken over by the municipality, and the takeover conditions shape the whole job.

Built to their standards, inspected at their stages, tested to their requirements, with the results and accurate as-built drawings handed over. Non-standard fittings used because they were available on the day are how a development creates something the municipality will not adopt.

A maintenance period with retention held, after which the system is formally adopted.

What is often not adopted: private roads within a gated estate, attenuation ponds and their outlet structures, private stormwater within erven, landscaping and any internal reticulation beyond the metered connection. Those stay with the body corporate or the home owners’ association, in perpetuity.

That is worth being explicit about at the outset, because a HOA that inherits an attenuation pond, a pump station and two kilometres of private road without knowing it has inherited an operating cost nobody budgeted for.

And keep the as-builts. They are the only record of what is under the ground, and every future connection, repair and extension depends on them.

More than most expect. Typically the private roads, the attenuation infrastructure and its outlet structure, private stormwater, landscaping, and any pump station serving the estate. Each of those carries an operating and maintenance cost in perpetuity, and it should be quantified and disclosed at the outset rather than discovered when the first attenuation outlet blocks.
