Ground, drainage and what the geotech tells us

We won’t price foundations or bulk earthworks without at least a geotech hand-auger and ideally a proper borehole log. It’s cheaper to pay for the geotech than to find the problem with the ready-mix truck already on site.

Methodology and SABS 1200 payment items

Brief and feasibility. We sit with you, walk the site, pull the SG diagram and zoning, and give you a range before any drawings exist.

Handover. Snag list, compliance certificates (electrical, gas, plumbing COC), warranties and an O&M pack.

Rates, prelims and where budgets leak

Costs on the Garden Route sit slightly under Cape Town Metro and slightly over Gauteng benchmark rates. StatsSA completion data puts standard residential work in the Western Cape at roughly R6,600 to R8,900 per square metre, but that’s a completed-building number — it’s not what you’ll price a loose scope at.

SANS 10400 — the National Building Regulations. Part A is general, Part B is structural, Part L is roofs, Part XA is energy. Deemed-to-satisfy or rational design.
NHBRC enrolment — any new residential work over R20k. Annual contractor renewal sits at 31 March. Without it, the homeowner has no warranty recourse.
OHS Construction Regulations 2014 — CR7 Health & Safety Plan, CR8 appointments, risk assessments and toolbox talks. The client (that’s you) is legally on the hook as the principal.
Electrical, gas and plumbing COCs at handover. No COC, no sale, no insurance claim.

How to brief a civils contractor properly

Priced BOQ on either a JBCC, PBA or NEC4 short-form base.

Public liability insurance to at least R10 million, contractor all-risks for the contract value.
Site-specific Health & Safety Plan (CR7) and CR8 appointments.
Programme — Gantt, not a WhatsApp voice note.

What’s the difference between bulk earthworks and layerworks?

Bulk earthworks is moving the dirt to get the platform level. Layerworks is the engineered compaction and stabilisation that makes the platform able to carry what you’re building on it. Both are priced separately, both are measured per SABS 1200.

How are civil jobs priced?

Against SABS 1200 payment clauses in a BOQ format. That gives you a clean measurement basis for variations and makes it hard for a contractor to smuggle in margin through vague lump sums.

Who handles the council permits?

On a private development it’s usually the architect or us as contractor. For bulk services and road crossings we engage the engineer and council directly.

What if we find rock during excavation?

There’ll be a rock clause in the BOQ with a rate for hard excavation. We measure what comes out, you pay for what’s measured. No surprises.
